1932(昭和7)年に野球統制令が発令された。小中学生の野球熱の加熱だけでなく，親たちの野球熱(野球後援会による球児への金銭的援助など)，ボールメーカーや新聞社などの営業戦略が複合した野球の商業主義化に対する統制令である。学校と球児(親)とを仲介するブローカーも暗躍していた。文部省は，野球統制令で野球を学校教育の一環として位置付けなおした(それが職業野球の誕生も生む)。さらに，軍国主義下で学生野球もプロパガンダの道具として用いられた。 1946(昭和21)年に制定された学生野球基準要項(その後，学生野球憲章)は，統制令の反省の上に立ち，他(政府)に支配されない独立組織の確立を目指した，野球界の“焼け跡の初心”である。他律を招かないための自主規制である。それゆえに，アマチュアリズムおよび商業主義に関しては過度なまでに潔癖で理想的な規定が設けられた。統制令を内に取り込み，その精神は過剰に継承していると言える。 とはいえ，焼け跡の初心も60年が経過すると実情にそぐわなくなるのは当然である。アマチュアリズムに関する意識は古色蒼然・時代錯誤とも言える。憲章第13条違反の特待生の存在も高野連は気付いていたはずだ。だが「見て見ぬフリをする」。というより，「理念に照らして存在してはいけないものは存在しない」「あってはいけないものは直視しない」という理念の檻に高野連は逃げ込んだのではないか。それを後押しするのが，「朝日新聞」「毎日新聞」という全国大会を共催する，「理念の檻に逃げ込むこと」をお家芸とする新聞社である(*)。 　今春の選抜高校野球大会で優勝した静岡の常葉学園菊川高が春季県大会１回戦で敗退した。日本学生野球憲章に抵触する特待制度の適用をうけていた主力選手を外して試合に臨んだためだ。準優勝の大垣日大高は県大会決勝戦を辞退した。特待制度を考慮したことはいうまでもない。日本高校野球連盟が打ち出した特待制度の根絶方針は、現場に大きな衝撃と混乱を与えている。 　きょう２日、加盟約４２００校を対象に制度の有無を問うた調査の申告期限を迎える。すでに全国優勝経験のある学校なども名乗り出た。高野連としては、違反のあった学校に対し今月限りの処分を与えて幕を引き、夏の甲子園大会を「後顧の憂いなく」（脇村春夫会長）迎えるつもりだろう。 　免責してまで５月中の決着を急ぐ背景には、６月に地方大会が始まる「夏の甲子園」がある。だが、このような短兵急な調査で、果たして制度の実情をきちんと把握することができるのか。大いに疑問がある。 　そもそも高野連が金科玉条とする野球憲章は昭和７年の「野球統制令」を端緒とする。野球人気の過熱と興行化などが問題視されたことから当時の文部省が訓令を発したのだった。昨今の高校野球人気も確かに過熱気味で、野球留学など問題も少なくない。 　しかし、「汗と涙」の美名の裏に隠れた負の要因に目をつぶり続けたのは、高野連ではなかったか。通達を出したり一時的な処分を与えたりはしたものの、いかにも独善的で根本を正すことまではしてこなかった。 　今回も「始めに夏の甲子園ありき」で、問題の本質にはとうてい迫っていない。こんな調査で制度が根絶されても誰も納得しないだろう。何より特待制度は、学業に優れスポーツに秀でた人材を世に送り出す教育的な側面を有する。これまで経済的に困難な若者に学業やスポーツを継続させるために、どれほど貢献してきたことか。 高野連は野球特待生制度を設けている高校に対して、野球部長の解任、特待生の５月末までの出場停止、特待生の解約などを指示している。 特待生制度を設けていると自主申告した高校は７００校を超えるという。 しかし、不思議なことに複数の強豪高校が存在する高知県から特待生制度を持っていると申告した高校は無かった。 　週刊新潮によれば、高知県の有力校は軒並み特待生制度を持っているにもかかわらず、県高野連に問い合わせた結果申告の必要なしとのお墨付きを貰っているとのこと。 　その理由は、「野球以外のスポーツの選手にも適用される制度」ならその制度の適用を受けて特待生になっていても、高野連が問題にしている特待生ではないとみなすらしい。そんないい加減に規則を使い分けて恥ずかしくないのか？ 　高野連の憲章の恣意的な運用と解釈で、特待生制度が無ければ野球と高校生活を断念せざるを得ない生徒が出るのは必至であるのに、高野連はちゃっかりと夏の高校野球だけは全ての選手が出場できるようにしている。 　要するに、自分のお祭り行事には特待生を出場させて利用するにもかかわらず、その後は「生徒は自己責任で進路を決めろ」というらしい。 高体連というのは、各競技団体（統括組織）が加盟するものであって 各高校単位で加盟するものではないでしょう。 高校野球を統括する団体は必須なんだな。 結局あんたは、高野連に文句言ってるけど、その思想、規約には ぐうの音も出せず、経理問題だとか、なんだとかしか言えなくなって しまっているね。 考えてみなよ、特待生問題も、よくある加盟校の生徒、監督などの不祥事 も、悪いのは全て加盟校自身なんだから。
